Getting "You have entered some time information without associating any time with that information" When Applying a Template on a Filled Timecard (Doc ID 1674472.1)

Symptoms

On 12.1.3, When trying to Apply a Template on an already filled Timecard, getting the following error:

You have entered some time information without associating any time with that information. Enter some time for this information, or remove it.

Steps to Reproduce
----------------------------
- Navigate to Self Service Time > Time> Create Timecards: Timecard populated with hours from default template.
- Select Template from LOV
- Click on Apply Template button
