Unable To Change Main Appraiser When Manager Is Outside Plan (Doc ID 1674640.1)

Symptoms

On : 12.1.3 version, Appraisals, TEST instance

Manager wants to Change Main Appraiser to one of his subordinates that is not part of the eligibility profile. Employee doesn't show up in LOV for manager.



STEPS
The issue can be reproduced at will with the following steps:

1. HR Professional V4
2. Performance Management
3. Publish Plan
4. HR Manager Self Services
5. Plan Published shows all subordinates that met eligibility profile
6. Manager Self Service
7. Performance Management
8. Main Appraiser Review page in the Setup Details section click on the Change Main Appraiser button
9. Click on the flashlight icon to search for new main appraiser
10. Enter in name Diana Gale and search. No items returned.
She is not in the list of values to move the appraisal. However, she is in the supervisor hierarchy as shown in the diagram of the supervisor hierarchy. I
