PAM ACH Payment Format Contains Errors

The PAM ACH Payment Format changes contains the following errors (per Treasury Fiscal Service )
ACH Payment Data Record...
- State Name (pos 163-172) should contain the state name spelled out or left blank, currently it contains the two-position state abbreviation
- Country Code Text (pos185-186) should contain the ISO Country code value for IAT payments otherwise leave blank, currently contains "US"
- Payment Recipient TIN Indicator (pos 388) needs ot be populated with a "1" = SSN, or "2" = EIN, when TIN provided, currently it is blank
The issue can be reproduced at will with the following steps:
