Create / Update Of ValueSet Values Still Not Possible After Configuration For Complete Backwards Compatibility

Symptoms
Using E-Business Suite 12.2.3 and had configured the access to the segment values for all users as described in the document "Flexfields Guide Documentation Update" Release 12.2, section "Complete Backwards Compatibility". Had also run the concurrent program "Synchronize WF LOCAL Tables".
This can be reproduced as follows:
1. Logging into Applications and trying to modify values for a valueset (as system Administrator.
2. Navagatgion: Application / Validation/Values) one was not able to update nor to create new values because:
a: Existing values cannot be changed (error message FRM-40200: Fields is protected against update when trying to change a value).
b. The icon "New" (or menu File -> New) is disabled.
