Duplicate Price List Error after R12 Upgrade When Item Is Entered on a Sales Order Line Due to Issue with Processing of the Qualifier Precedence (Doc ID 1675035.1)

On : 12.1.3 version, Price List

Duplicate Price List error is shown after entering an item and quantity on a sales order line.
For same data set in 11i, the price list is applied fine.

<Patch 13494668>:R12.QP.B has following fixed file version :

qp patch/115/sql QPXGPREB.pls 120.70.12010000.55
qp patch/115/sql QPXGPRES.pls 120.5.12010000.7

Onsite file versions :

QP_PREQ_GRP QPXGPREB.pls 120.70.12010000.69 BODY VALID
QP_PREQ_GRP QPXGPRES.pls 120.5.12010000.12 SPEC VALID

"Failed to resolve incompatibility between price
 lists ( SW-2004 ) Duplicate price list lines: (XX) 1234 and (XX) 567.

The issue can be reproduced at will with the following steps:
1. OM Superuser > Enter Orders
2. Line Items
3. Item Code , Quantity
