Workflow Approve or Reject Notifications Do Not Work With Mobile Device (Doc ID 1675115.1)

Symptoms

Trying to use a mobile device to approve notifications. The notifications that are approved from a Samsung mobile device
ended up as warning for unsolicited email.  The mailer log file doesn't show the inbound processing of this email notification.  

It also appears as if the mobile device or the mailer is not able to decode the email coming from the Samsung device which is encoded with base64.
