How to resolve the error:

  The Bill-To contact for the Customer's Bill-To address is inactive.
  Please choose a different Bill-To contact.
received when an iStore user attempts to create a cart?

The contact shows as active at the account level.

Note: the same error can be returned on the ship-to contact and end customer contact.
