You are finding that in a Landed Cost Management (LCM) environment, if you do a Return to Supplier for a Receipt which has been imported to LCM then the related LCM Adjustment transactions used by OPM Actual Costing are incorrect and result in an incorrect Item Cost.

The following is a summary of the steps taken to reproduce the problem.
(Having a conversion from Base to Functional Currency can appear to add complexity to the problem, but is not actually a factor).

1-  create a receipt for Item
2-  run Landed cost Integration Manager, Shipments Interface Import requests
3-  returned partial quantity receipt from the receipt to the supplier
4-  created Invoice and matched the invoice with for ONLY the net quantity (initial receipt - return)
5-  run Matches Interface Import, Submit Pending Shipments
6-  run Landed Cost Adjustment Request
7-  run the OPM Actual Cost Process

Actual Cost Transaction view shows two Landed Cost adjustments.
