R12 New Bank Account Not Available On Bank Account Transfer Page (Doc ID 1675982.1)

Symptoms

Newly created Bank Account does not appear in Bank Account Transfer page.

This Bank Account is owned by New Legal Entity.
All other old Bank Accounts appear properly for Bank Account Transfer.

Ensure the UMX security wizard run, role has the Legal Entity addes and Bank Account Transfer use enabled.

The issue can be reproduced at will with the following steps:
1. Create New Bank Account with Newly Created Legal Entity as Owner
2. Try to Create Bank Account Transfer

The issue has the following business impact:
Due to this issue, users cannot perform Bank Account Transfer activity.
