Error "Quantity On Hand Fails To Satisfy Reservation" On Negative Incremental Backflush (Doc ID 1676496.1)

On : 12.1.3 version, Batches

When attempting to do a negative incremental backflush (in this case, if one of the ingredients is locator control only), you get the following error:

Quantity onhand fails to satisfy reservation

The issue can be reproduced at will with the following steps:
1. Create a batch that contains an Incremental ingredient that is locator controlled but not lot controlled
2. Do a positive incremental backflush from the product
3. Do a negative incremental backflush from the product
