How to send payer notification after credit card is charged, instead after settlement completion?

In Funds Capture Process Profiles (FCPP) the payer notification section has an option to "Automatically Submit at Settlement Completion." Out of the box, this functionality sends payer notification after settlement completion.

We would like to send notification to the customer when their credit card has been charged. But from our understanding, if the send payer notification submits after settlement completion, then their credit card has not been charged at that moment. We can't be sure the card has been charged until after the fetch batch clearing has completed.

So, it would be helpful to understand why out of the box functionality sends payer notification after settlement completion. What is the logic for sending after settlement completion instead of after Fetch Batch Clearing? Is there a way to configure it after the fetch clearing? if not, is Oracle working on any such enhancement request?
