FND_NO_DATABASE_CONNECTION When Accessing Self Service Time

Symptoms

When attempting to access any Self-Service Time functions, the following error occurs. This issue started to happen after applying a patch.

You have encountered an unexpected error. Please contact the System Administrator for assistance.

Exception details:
oracle.apps.fnd.framework.OAException: Application: FND, Message Name: FND_NO_DATABASE_CONNECTION.


Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Log on to the Applications.
2. Choose any of the following responsibilities:
Self Service Time
Self Service Time And Expense

3. Click on any of the functions.
