On : 12.1.3 version, Product Development Formulas
ACTUAL BEHAVIOR
---------------
Copy formula from other org is not possible when formula security is enabled
Responsibiity Access org
120 formulator---- Update access -- 120 org
120 formulator --- View access --- 100 org
Once in 120 org , able to query 100 org formula X in view mode . However unable to copy formula X in 100 ( Shift F6) and there by formula will be assigned to 120 org . This was possible in 11i
EXPECTED BEHAVIOR

Copy formula from other orgs when the formula security is enabled with the read/write access.
Getting error message-'
FRM-41051 You cannot create records here
FRM-40741: unable to locate record 3 on block fm_form_mst
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Formula Responsibility
2. Formula > Copy from other org
