Lines Stuck in Awaiting Export Screening Due to ITM 500 Internal Server Error Raised

On : 12.1.1 version, Intl Trade Mgmt Integration
Order lines are not being processed in (ITM)International Trade Management. Lines are stuck at workflow AWAITING EXPORT SCREENING. The following errors can be seen in ITM log file:
48785858 Worker3 (WARN) Error in Adapter.handleOAGAcknowledgment() String index out of range: -1
52392530 Worker0 (WARN) Response XML document is unavailable
201062726 Worker0 (INFO) Error in Adapter.callCustomProcedure : java.sql.SQLException: ORA-53203: security violation

The issue can be reproduced at will with the following steps:
1. Order Management Super User Responsibility
2. Enter and Book new order
3. Workflow progresses order to Export Screening step. An xml file is sent to the third party export screener.
4. During this process, the error messages are displayed.
