Symptoms

On Oracle Applications 12.1.1 version, Oracle Application Manager (OAM),

Actual Behavior
Throughput of the Mailer queue shows incorrect data.

Expected Behavior
The throughput should reflect the current mailer queue status.

The issue can be reproduced at will with the following steps:
1. Log into OAM.
2. Select Throughput.

The issue has the following business impact:
Due to this issue, users cannot view the correct throughput data.
