When attempting to change the Hire Date of 1 person : from 21 June 2010 to 27 June 2010 the following error occurs.

APP-PAY-51810: Completed Payroll Actions exist

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. AE HRSM Manager
2. people > enter and maintain : query Employee <9999>

Attempt to change Hire date from 21 Jun 2010 to 27 Jun 2010
