Changing Timezone in Collections Error - Timezone for XXX is Either Disabled or Invalid

Attempting to change the Timezone field in the Task Tab and recieve the following error:
Timezone for XXX is either disabled or invalid.
The Time Zones Field List of Values is pulling from FND_TIMEZONES_B:
If the record is not found in HZ_TIMEZONES Table, then the error is raised:
fnd_message.set_name ('JTF', 'JTF_TASK_INVALID_TIMEZONE_ID');
fnd_message.set_token ('P_TIMEZONE_ID', p_timezone_id);
