Output Post Processor Will Not Start After Upgrade From 12.1.1 To 12.1.3

Symptoms

With E-Business Suite 12.1.3, after upgrading from 12.1.1, the Output Post Processor (OPP) has not started.  The Admin screen shows zero actuall processes and zero target processes and "View Details" for the OPP does not return any data.
