LCM Ship Transactions Stuck in RTI With Error "Conversion Between Ea And Is Not Defined " INV_INVALID_UOM_CONV

In LCM Pre-Receiving enabled organization, no LCM shipments appear in List Of Values (LOV) when searching
on Find Expected Receipts form.

The issue can be reproduced at will with the following steps:

1. Set up organization as  LCM enabled / Pre-Receiving
2. Enter LCM Shipment
3. Navigate to Receiving / Receipts RCVRCERC form
    The 'Shipment' LOV shows no value
