Symptoms

We can not update supplier contact's First name and Last name by AP_VENDOR_PUB_PKG.Update_Vendor_Contact_Public,
Although we can update supplier contact's Email Address by the API.

Changes

 Applied patch:17575099:R12.AP.B to use AP_VENDOR_PUB_PKG.Update_Vendor_Contact_Public API
