OTM Allows A User Role In Other Domain To Be Visible And Assigned To A Different Domain (Doc ID 1679452.1)

Goal

When attempting to change the role assigned to a user , user can see available user roles defined in other domains also. Application allows user role from another domain to be selected with no error seen.Also the assigned user can log into the current domain as well. Also when he logs in, the user does not see any menus.

Customer needs to know why the application allows a user role defined in another domain to be assigned to current domain user and also allow that user (assigned to a different domain role) to access the system and shows no menu or data?

Is this as designed?
