A Credit Memo That is Already Applied to an Invoice is Available for Lockbox and Not on the Receipts Form

Symptoms

There is a Credit Memo (CM) that is applied to an Invoice.
The same CM, when passed in a Lockbox datafile, is available for a Receipt application. 

When attempting manually, the credit memo does not appear in the List of Values (LOV) of Transaction Numbers, unless the it is unapplied from the Invoice that it was originally applied against.

The expectation is that the Receipts form and the Lockbox should behave the same.
