Error: java.lang.NullPointerException When Using Value Set FND_STANDARD_DATETIME in Flexfields Segments of Self Service Pages (Doc ID 1680019.1)

Symptoms

Problem Statement:
When attempting to use value set FND_STANDARD_DATETIME in flexfield Segments of Self Service Pages, the following error occurs.

Error:
java.lang.NullPointerException
at oracle.apps.fnd.i18n.common.util.Calendar.setTime(Calendar.java:833)
at oracle.apps.fnd.i18n.common.text.SimpleDateFormat.format(SimpleDateFormat.java:689)
at oracle.apps.fnd.i18n.common.text.DateFormat.format(DateFormat.java:405)
at oracle.apps.fnd.i18n.text.AppsDateFormatter.format(AppsDateFormatter.java:250)
at oracle.apps.fnd.i18n.text.AppsDateTimeFormatter.format(AppsDateTimeFormatter.java:93)
at oracle.apps.per.selfservice.review.webui.DescriptiveFlexUtil.getDisplay(DescriptiveFlexUtil.java:244)

Steps to Reproduce:
Navigate to Learner Self-Service => External Learning => DFF : Add'l Non OTA Training History Info. enabled => Unable to use Date/Time value set : FND_STANDARD_DATETIME => If Date/Time value set : FND_STANDARD_DATETIME used and the field is blank while doing transaction, error occurs.

This issue can come in other self service pages as well where we want to use Date/Time value set : FND_STANDARD_DATETIME in flexfields segments of self service pages.
