Importing Return Material Authorization (RMA) That Has an Inclusive Tax Code and Receive Overapplication Error (Doc ID 1680440.1)

Symptoms

Attempting import a Credit Memo that has an Inclusive Tax Code and the Rounding Rule is Down and the Rounding Level is Header. 
Autoinvoice fails with the following error, even though the amount is the same as the original Invoice.

Errors:   1) A credit memo is attempting to overapply a specific transaction line, but overapplication is not allowed.
            2) You can not apply more than the original line amount


For Example:

1. Import a Transaction via Autoinvoice.

 Line  Amount   Quantity  Tax rate   Amount_include_tax_flag
 1      30        1            5%          Y
 2      30        1            5%          Y
 3      30        1            5%          Y
 4      30        1            5%          Y
 5      30        1            5%          Y
 6      30        1            5%          Y
 7      30        1            5%          Y
 8      30        1            5%          Y
 9      30        1            5%          Y
 10     30        1            5%          Y

2. Then import RMA which has the same amounts as the above Transaction.

 Line  Amount   Quantity  Tax rate   Amount_include_tax_flag
 1      30       - 1            5%          Y
 2      30       - 1            5%          Y
 3      30       - 1            5%          Y
 4      30       - 1            5%          Y
 5      30       - 1            5%          Y
 6      30       - 1            5%          Y
 7      30       - 1            5%          Y
 8      30       - 1            5%          Y
 9      30       - 1            5%          Y
 10     30       - 1            5%          Y

 3) Run autoinvoice master program
 4) Overapplication error happens.
