12.2 Vision Installation Failed RW-50015 Error Failed To Create the EBS Domain

Symptoms

On Oracle Applications 12.2 version, Applications Installation,
the Post Vision installation check of E-Business Suite 12.2 shows th following errors in log file:

HTTP

checking URL = http://xxx.xxx.com:8004
RW-50015: Error: - HTTP Listener is not responding. The service might not have started on the port yet. Please check the service and use the retry button.
Help Page
----------
checking URL =  http://xxx.xxx.com:8004/OA_HTML/help
RW-50015: Error: - Help Page is not responding. The service might not have started on the port yet. Please check the service and use the retry button.
Virtual Directory
------------------
  RW-50015: Error: - Http Server Virtual Directories is not responding. The service might not have started on the port yet. Please check the service and use the retry button.

Error while connecting Admin Server !!!

Failed to deploy the E-Business Suite domain

The issue can be reproduced at will with the following steps:
1. Complete Operating System pre requisites for IBM AIX OS.
2. Download software and create stage area.
3. Installation completed with the above shown errors.

This has the following Business Impact:
The installation could not be completed due to above mentioned errors.
