Can't Import Invoice Because Of Requester Is Not An Employee

Symptoms
When attempting to import invoice with the requester only maintained last
name in employee form, the following error occurs.
ERROR
-----------------------
Invalid Requester
The invoice will be imported successfully after maintain first name for the employee.
But the first name is not a required value for an employee.
Customer only want to maintain last name for an employee.
