'HR WPM Plan' Workflow Getting Stuck When Manager Transfers Scorecards Without Selecting Any Scorecard For A Plan Based On Position Hierarchy (Doc ID 1681742.1)

As per patch 14138629, when a manager transfers the scorecards without selecting any scorecard, the system should throw a validation error.
However, the system does not throw any error, but the workflow for 'HR WPM Plan' item type will be stuck in error without any error details.


STEPS
The issue can be reproduced at will with the following steps:
1. Create and publish a plan based on 'Position Hierarchy'.
2. Login as manager and transferred the scorecard from the task 'Transfer Scorecards to Worker for action' without selecting any score cards.

    Then the system does not throw any validation error, but the workflow will be stuck in error.
