Enrollments are Getting End-Dated When There is a Qualified Life Event Open for Making Changes (Doc ID 1683061.1)

Symptoms

Find that OAB enrollments are getting end-dated and re-started when there is a qualified life event open for making changes to benefits. The plans end dated are Medical/Dental/Vision and only for employees who have dependent eligibility attached.

Any qualified life event like "Birth", "Marriage" etc. are causing the issue.
Example - When there is a "Birth" life event in Started status, until employee makes changes to benefits, current enrollments are getting dropped off and there is a break in coverage.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. Employee enrolled in Medical Family Plan.
2. Add a contact and process a Birth life event.
The old enrollments are end dated.
Accessing an enrollment form shows that the same enrollments are defaulted (but until it is saved there is a break in coverage).
The enrollment period is 30 days, so employee are De-enrolled during that period.
