Workflow Agent Listeners Components Are Not Starting (Doc ID 1683248.1)

Symptoms

On R11.5.10.2(RUP7), the following agent listeners are not starting up:

ECX Inbound Agent Listener
ECX Transaction Agent Listener
Workflow Inbound JMS Agent Listener
Workflow Inbound Notifications Agent Listener
WF_JMS_IN Listener(M4U)
Web Services IN Agent

 The listener log file is showing the following errors:

[SVC-GSM-WFALSNRSVC-568684-10040 : oracle.apps.fnd.wf.bes.AgentListenerProcessorNew.init()]:Source type: EXTERNAL not valid for current system status: LOCAL
[SVC-GSM-WFALSNRSVC-568684-10040 : oracle.apps.fnd.cp.gsc.Processor.run()]:performInit() failed
