Annual Adjustment Is Including New Hire Employee's

On : 12.1.3 version, Payroll Year End

When running the Annual Tax Adjustment with an assignment set formula, employee's that have not worked the entire year are not being excluded from the process

If an employee was not paid for the entire year, they should be excluded from the Annual Tax Adjustment by using the formula in the Assignment Set
The issue can be reproduced at will with the following steps:
1. Have an employee that was rehired in -2 Assignment
Employee appears to be a rehire as of 01-SEP-2013
Date first hired 15-JUL-2013
Adjusted Service Date 01-JUL-2013
2. Ran the Annual Tax Adjustment with an Assignment Set formula
 *** Date: 07 Feb 2008 23:52 ***
 *** Author: HRMS MX PM ***
 *** Assignment Set formula to check the employee ***
 *** eligibility according SAT statutory rules ***
 *** 1. EE did not request report the F37 by himself ***
 *** 2. EE has earned ISR subject earnings ***
 *** 3. EE has not earned more than 400k pesos in FY ***
 *** 4. EE has worked the entire FY ***

IF IS_PER_EXEMPT_FROM_ADJ () = 'N' AND /* EE not exempt of Ann Adjustment */
 IS_ASG_EXEMPT_FROM_ISR () = 'N' AND /* EE has subject earnings */
 CHECK_EE_SAL_CRITERIA () = 'Y' AND /* EE earned less than statutory limit ($400k) */
 CHECK_EE_EMPLOYMENT_CRITERIA () = 'Y' /* EE worked the whole FY */


3. The employee that was not employed as of 01-JAN-2013 is being included in the Annual Tax Adjustment

The issue has the following business impact:
Due to this issue, users cannot accurately process the Annual Tax Adjustment
