Symptoms

On : 12.1.3 version, Payroll Year End

ACTUAL BEHAVIOR
---------------
When running the Annual Tax Adjustment with an assignment set formula, employee's that have not worked the entire year are not being excluded from the process

EXPECTED BEHAVIOR
-----------------------
If an employee was not paid for the entire year, they should be excluded from the Annual Tax Adjustment by using the formula in the Assignment Set
 
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have an employee that was rehired in -2 Assignment
Employee appears to be a rehire as of 01-SEP-2013
Date first hired 15-JUL-2013
Adjusted Service Date 01-JUL-2013
2. Ran the Annual Tax Adjustment with an Assignment Set formula
