R12: How to Make Justification Mandatory Above 75$ (Doc ID 1683686.1)

Goal

We would like to have ‘Justification’ field mandatory, when the expense type ‘Meals and Incidentals’ is above 75$ 
If it is below 75$, then it should be optional to enter the ‘Justification’ field.
This needs to be done for all the Expense Types, which are of ‘Meals and Incidentals’ kind in various expense templates.
