GSA Pricing Error Through HTML Quote (Doc ID 1683785.1)

Symptoms

ACTUAL BEHAVIOR
---------------
GSA customer is not getting priced based on GSA modifier.

EXPECTED BEHAVIOR
-----------------------
Quoting should apply the discounted price from GSA Modifier automatically as soon as Quote line was saved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Non-GSA Price list with price = $200 for Item X
2. Create GSA price of $100 for the same Item
3. Create a Quote for GSA customer
4. Enter a Quote line for Item X, see price = $200
5. Save quote line, still no change in the price. This is when price should change from $200 to $100
6. Try to change the selling price to manually give the discount and see error "GSA Violation in Pricing"
