Item Does Not Associate Correctly To Lumpsum Offer (Doc ID 1683978.1)

Symptoms

We put an Active Lumpsum offer on Hold and removed an item from the Discount table and added another one. The Distribution values remain the same. The offer status was changed to Active. When we try to settle a claim against the offer, only the old item is seen.


Steps:
----------
Update an Active Lumpsum offer to On-hold
Removed an item from the Discount Table and added another one
Made offer Active
Ran Refresh Offers & Activities CCR
Ran Funds Accrual Engine
When we try to Associate Earnings for a Claim, only the old item is available.
