R12: Adop Failed With ORA-31011: XML Parsing Failed (Doc ID 1684167.1)

On : 12.2.3 version, Online Patching - OP

When attempting to run adop phase=apply patches=17943563 hotpatch=yes patchtop=/ORADUMP/release12.2/ORBXXX/patches, the following error occurs.


APPL_TOP is set to /ORBPATUM/app/applmgr/fs2/EBSapps/appl
