Cannot Delete Bill Receivable Because The Notes Cannot Be Deleted - Cannot Delete Master Record When Matching Detail Records Exists

Symptoms
Attempting to delete a Bills Receivable, that has no other assignments or other related records, just note message in the Notes page and receive the following error:
ERROR ----------------------- Cannot delete master record when matching detail records exists.
Steps to Reproduce: 1. Create a new bill receivable 2. Input a note message in the Notes page 3. Make sure there is no other related records or assignments for this new Bill Receivable 4. Click delete button to delete the BR Error occurs
The error message is about the Notes that didn’t get deleted, but you cannot delete the line in the Notes page.
