In 12.1.3, after upgrading the database from 11g to 12c the "Create Accounting" program fails with internal error ORA-01555 - Snapshot too old

STEPS

The issue can be reproduced at will with the following steps:

1. Navigate to thePayables responsibility
2. Run the Create Accounting process
3. After processing a few transactions the accounting program fails with error ORA-01555 (Snapshot too old) in the concurrent process log:
