Incorrect UOM Quantity In OPM Batch Created With MTO Rule (Doc ID 1684493.1)

On : 12.1.2 version, Batches - Make to Order

The Batch created by the MTO rule is not converting the UOM quantity from the Sales Order resulting in wrong batch quantity.
Ex: Batch Created for Item from MTO rule for a Sales Order quantity of 864 PR ( PR - Pair ) is having Batch Quantity as 859 PR even though the Available to Reserve quantity is 5 CA ( Case). Where 1 CA = 144PR
So 864 PR = 6 CA. Since 5 CA is available, the batch should be for 1 CA i.e. 144 PR.
The MTO Rule has subtracted 5 CA from 864 PR and made the Batch Quantity as 859 PR.

Batch to be created for correct quantity based on conversions and available inventory

The issue can be reproduced at will with the following steps:
1. Create a sales order in Order management > sales order for item in secondary quantity
Book order
2. Production supervisor > requests
Run the Process Manufacturing Make to Order for the order
3. Production supervisor > batches
Check batch that was created for order, see incorrect quantity

The issue has the following business impact:
Due to this issue, batches through MTO are being created for incorrect quantities.
