MFS API Error: The Value For Parameter Primary Contact Information Cannot Be 'NULL'

On : 12.1.3 version, General / Laptop

When attempting to create SR from MFS laptop and syncing to the enterprise apps., getting API error saying contact cannot be null even though contact information exists.
This stops the SR from getting created at all.

API Error (CS_SRCONTACT_PKG.process): The value for parameter Primary Contact Information cannot be "NULL".

The issue can be reproduced at will with the following steps:
1. Profile: Service: Make Contact Mandatory is set to NO
2. Create a SR in Laptop with Customer contact, sync back to Enterprise
3. Check the Deferred Transactions
