BI Scheduler Fails To Start If The Admin Server Is Not Running (Doc ID 1684744.1)

Symptoms

Scenario 1
The user starts only the managed server BI_server1 and the opmn process. If they try to submit a BIP (BI Publisher Reports) it shows the following error message in the /bi_server1.out:

oracle.xdo.service.scheduling.SchedulingException: Error initializing quartz. Check Scheduler Diagnostics page for more details.
at oracle.xdo.service.scheduling.DummySchedulingService.(DummySchedulingService.java:22)
at oracle.xdo.servlet.scheduler.SchedulingServiceFactory.init(SchedulingServiceFactory.java:73)


Scenario 2
a. The user starts the Admin server and managed server BI_server1 and the opmn process.
b. Now the user stops only the Admin server, but the managed server BI_server1 and the opmn process are still running where it works fine as they are able to run BIP (BI Publisher Reports).

From the two scenarios: What dependency the scheduler has on the AdminServer?

Changes

 No changes.  One just have not started the Admin Server.
