APXT7UTT Update Income Tax Details Utility Does Not Work for Inactive Sites

The Update Income Tax Details Utility no longer updates invoices with inactive supplier sites.
This was caused by the changes of Patch 10197577.
Since this line was added it no longer updates vendor sites that are inactive and they show up on the 1099 Invoice Exceptions under the 'Invoice Distribution Lines with Null or Invalid Income Tax Region' section. The site has to be manually opened for the Update Tax Details Utility to update them so they will fall off the 1099 Invoice Exceptions report.
