Spot Bid Transmissions That Appear in a Fresh Status (Doc ID 1684951.1)

Symptoms

 

Spot Bid transactions are stuck in FRESH status and are not processed until a bounce of the OTM server.

All Spot Bids Tender, once a Carrier, Submits the Bid, a review  of the Transmission shows that it is Stuck in a FRESH Status. No other Transactions are Stuck, only Spot Bid Transmissions
