Patch 18316229 has been applied.
When attempting to load records from Staging table using API IBY_FNDCPT_SETUP_PUB (Standard) to the Credit Card info for a customer, the following error occurs.

INVALID_INSTRUMENT_ASSIGNMENT
STEPS
The process flow is as follows in a concurrent program :
1. You get a CSV file from Cybersource and place it in a directory.
2. You run a program to Copy records into a staging table.
3. Validation process of the records in the staging table.
4. Start loading records from Staging table using API IBY_FNDCPT_SETUP_PUB (Standard) to the Credit Card info for a customer.
5. Report of errors
