iStore Odrer Confirmation WF (IBEALERT) Shows NO PERFORMER

On PROD:  12.1.2 version, Checkout and Order Placement

After submitting an iStore Order the order confirmation email was not sent to the user.
When reviewing the notification via Workflow Administrator UI, following error was seen

'3120: Activity 'IBEALERT/166675' has no performer.

The issue can be reproduced at will with the following steps:

1. Submit an order from iStore
2. Order Confiurmation not received
3. Sysadminr eceives error notification.
or Login to EBS using Workflow Administrator responsibility, Query, IBEALERT notification to see details.

The issue has the following business impact:
Due to this issue, users cannot submit any iStore orders
