Upon review, we find that one of the ports EBS is configured to use (ex. port 26004 belonging to port pool 4 in a EBS port range) is already in use but it is unclear which process is using this port; EBS is down so it cannot be the application keeping this port busy.

EBS was previously shut down for maintenance purposes (to apply a patch, or to redo a fresh cloning to refresh a test system, or... )  EBS ports then became available for system processes to grab. When trying to restart EBS later on, it failed on one of the EBS ports being busy (in this case port 26004); trying to refresh the clone would fail in because the port EBS would like to use (26004 from port pool 4) is already in use.
