MWA GUI Client Does Not Launch (Doc ID 1901788.1)

Symptoms

There is a performance problem in Spanish for an LOV from the item in the receipt process in the Mobile Web Applications screen.
The screen does not launch and shows as blank.

The following steps can be performed to re-produce ths issue:
1. Navigation -Mobile -> Inbound -> Item Receipt -> PO-> Item -> Select the LOV
2. The screen does not launch and shows as blank.
