UK PAY: RTI EPS "Employment Allowance Indicator" not reported (Doc ID 1901793.1)

Symptoms

On : 12.0.6 version, UK Payroll

ACTUAL BEHAVIOR
---------------
Running concurrent request: “RTI - Employer Payment Summary Process (EPS) 2014/15”
The output report is not displaying the Employment Allowance Indicator, even though this is specified in the EPS.

Tested in a UAT environment folloiwng the installation of patches:
18590949:R12.PAY.A RTI CONSOLIDATED PATCH: MAY 2014.
18694069:R12.PAY.A Bug 18694069 : PAE - UPDATING SCON WHILE UPDATING NI CATEGORY
18453569:R12.PAY.A LGPS 2014 REPORTING CHANGES

Comparing the current employment allowance indicator to a previous value, which could be NULL (if the employer was not claiming EA for the previous month), is causing the issue.


EXPECTED BEHAVIOR

The EPS should display the Employment Allowance Indicator

STEPS

The issue can be reproduced at will with the following steps:
1. Running concurrent request: “RTI - Employer Payment Summary Process (EPS) 2014/15”
Parameters:
 PAYE Reference: 120/AA75772
 Effective Date: 05-JUN-2014
 Test Submission: Yes
 Submission Mode: EDI

The output report is not displaying the Employment Allowance Indicator, even though this is specified in the EPS.
