Claim Attachments Not Displayed After Upgrade From 11i To R12.1.3

Claim attachments are not displayed after upgrading from 11.5.10 to R12.1.3.
This can be reproduced with the following steps:
- (R) Trade Management User
- (N) Trade Management > Claims
- Query an existing claim in R12 upgraded instance
- Attachments links are not displayed
