Error 'Connect failed' Trying To Login Into an MSCA Port Through GUI

On Oracle Applications 12.2.3 version,
getting connection failed error while trying to connect MSCA port using GUI, but when using telnet, it is connecting successfully.

Connect failed
Host :  xxxxx,
Port: 1111111

The issue can be reproduced at will with the following steps:
1. Access on a Mobile device from GUI.
