Steps to Reproduce

(R) Customer Support Specialist
(N) Agent Dashboard
   - Open a Service Request
   - Open another IE tab or window and open another responsibility
   - Go back to the SR, add a note and save

The issue also occurs when nothing else from the E-Business Suite is open on a different Tab or Window.
Noticed that when updating the SR, the Framework drop-down lists for "Navigator" and "Favorites" are being displayed unintentionally.
