"Open Document" Link not Actionable in Requisition Approval Email Notification

Goal
In a Requisition Approval notification, there is a "Open Document" link that allows to open the Requisition form.
When the notification is opened from the Worklist, the link can be clicked to open the Requisition form.
In the email received for same notification, the string "Open Document" is present, but this is simple text, not a link, and no action can be taken on it.
Furthermore, when the Notification Details page is opened from the email using attachment "Notification Details.htm", the "Open Document" is not visible at all.
Why the "Open Document" link cannot be used in the Requisition Approval email notification?
